An official authorization signed by President William McKinley appointing William Paine Lord (1838-1911) as "Envoy Extraordinary and Minister Plenipotentiary of the United States at Buenos Aires."
Lord was a Republican politician who had previously served as the ninth Governor of Oregon (1895-1899). He would serve as the U.S. Minister to Argentina until 1902, after which he returned to Oregon, where he was instrumental in codifying the state's laws.
