An extremely rare and important original committee copy of a Georgia legislative statute intended to prohibit the illegal importation and exportation of "Persons of Color," especially Free Persons of Color.
The act was issued to enforce the provisions of an earlier piece of legislation, titled "An act prescribing the mode of manumitting slaves in this state and also to prevent the inveighing and illegal carrying out of the state persons of color".
The Act dictates "whenever any vessel shall arrive in any of the ports or waters of this State it shall be the duty of the master or Captain thereof, to repair within twenty four hours after the arrival aforesaid, to the nearest city or town and make a report to the Mayor, Intendant, or other Chief Magistrate thereof, of any colored person on board of his said vessel and give bond agreeably to the provisions of the fifth section of the act passed the [20th] day of December [1826] under the penalty of one hundred dollars for every such person omitted to be so reported and bonded."
Section two concerns the penalties for all those who fail to comply with the original act and attempt to restrict the freedom of fre Blacks or forcibly carrying them out of Georgia.
The item is evidently an original committee copy, and appears to be the actual copy of the Act read and passed through the legislature, as indicated by the docketing on the verso certifying that it was read aloud thrice in both the Georgia House and Senate, as was required to turn it into an official law. Additionally, it is signed by the Speaker of the House and the President of the Senate, as well as the clerks of the respective legislative branches.
