An original U.S. Marshal appointment for Frank Bowling for the Western District of Arkansas, notably signed by "Hanging Judge" Parker.
Isaac Charles Parker (1838-1896) was an American politician and jurist who is best remembered for his tenure as the Judge of the United States District Court for the Western District of Arkansas. Located at Forth Smith, Arkansas, he held jurisdiction over Arkansas as well as Indian Territory (later Oklahoma). He earned the epithet "Hanging Judge Parker" as he sentenced 160 people to death (though only 79 were executed) during his tenure.
