Dated October 12, 1888, and signed in print by Governor R. W. Waterman, with Secretary of State attestation.
Black ink on paper, with visible fold lines and typographic characteristics consistent with late 19th-century letterpress printing.
Presented under glass with gilt liner in a molded wood frame.
