A typical Louisiana buckle with hooks soldered directly into lead-filling, standard for this style of plate.
The example may have belonged to Patrick Waters, who enlisted in Company F of the 7th Louisiana Infantry, or Peter Waters, who served in Company A of the 1st Louisiana Regulars.
